A deranged and dangerous homeless man kept dogs as sexual slaves under a bridge in Costa Rica.

According to a recent news report filed by Gustavo Retana of daily tabloid Diario Extra, officers from Fuerza Publica, the national police force of Costa Rica, were alerted to the situation by neighbors who could not sleep at night due to the bloodcurdling howls coming from under a bridge in the community of Salitrillos, located in the rural canton of Aserri, province of San Jose.

In the beginning, neighbors believed stray dogs were fighting under the bridge, but an alert woman thought she heard the grunts of a human male. She decided to investigate and was shocked to find a naked man engaged in bestiality with a few canines.

Two female dogs were rescued, and money was collected among neighbors to take the sexually abused canines to an animal hospital for treatment and further housing at a shelter.

Neighbors who provided information to Diario Extra explained that the homeless man entices stray dogs with food so that they join him under the bridge. This enticement continues for weeks until he ties the dogs with a rope to the bridge structure and proceeds to sexually assault them. One neighbor who had previously helped a female dog escape said that its genitalia had been torn apart.

The community now wishes to expel the man from under the bridge, but this is not something that the police can do since being homeless is not a crime in Costa Rica. Neighbors are now considering filing a criminal complaint for animal abuse and threats made to pedestrians; once this complaint is filed, agents from the Office of Judicial Investigations (Spanish initials: OIJ) can proceed.
